I am not familiar with seeing flocks of sheep and goats down by the beach. But why not, as it's as good a place as any to eat and if they lift their heads once in a while they can enjoy the view. In Australia these animals are in fenced off paddocks in rural areas. In Morocco, these animals graze anywhere there is something to nibble on be that by the beach, in a field or beside a busy highway. They are not fenced in but accompanied by a shepherd and maybe a dog to keep them in line. The flocks are reasonably small and maybe a mixture of goats and sheep and even one or two cows. In a stark comparison Australia has between 72 and 74 million sheep and often helicopters are used to round them up. The moving of huge flocks from A to B is sometimes done by a drover or two on horseback with many dogs. The shepherd and drover really have the same job description with long and lonely days and minimal wages. On the plus side you do get to work alone and enjoy the great outdoors.
